This creates a queue so that katello can receive candlepin events.
It also sets up the queue's url and address in katello.yml so katello can
connect to the queue. This also adds the Katello user to the qpidd users...

Removing unused templates, references to /usr/share/katello and adding
new parameter declarations for backend service modules.

Cleanup and updates to account for changes in the Candlepin, Pulp and Certs
modules.

Removing Katello seed and migrate commands since we get those from Foreman now.
