fixes #4988 - missing token in post_sync_url

Refs #5423 - minor changes to support capsule installer

Did some refactoring of apache configuration as part of the updates

Adding ability to configure whether passenger is being used to make
the Katello vhost configuration re-usable by non-passenger deployments.
Includes generalization of oauth_secret and oauth_key to support deployment
of katello.yml by other modules.

Adding missing default params.

Removing unused templates, references to /usr/share/katello and adding
new parameter declarations for backend service modules.

Fix oauth token file path

Fixing linting issues.

First pass at updates to parameterize and make use of newer puppet
modules for configuring and setting up the Katello engine.
