Did some refactoring of apache configuration as part of the updates

Adding ability to configure whether passenger is being used to make
the Katello vhost configuration re-usable by non-passenger deployments.
Includes generalization of oauth_secret and oauth_key to support deployment
of katello.yml by other modules.

Adding previously used header setting and older RHSM configuration
to the SSL vhost. This should ensure that the client cert gets passed
to Rails in all cases.

Removing unused templates, references to /usr/share/katello and adding
new parameter declarations for backend service modules.
