Fix beaker task

In puppetlabs_spec_helper 4.x the beaker task was removed. This loads it from voxpupuli-aceptance.

Support 3.14, drop 3.13

Support Pulp 3.13, drop earlier versions

Pulp 3.13 moves to a new wrapper for the worker. This isn't present in
older releases so support for them is dropped.

Support version 3.11

This version is already being shipped by Katello 4.1 and should be
supported.

Support Puppet 7

Forcing the locale in acceptance tests isn't pretty but for now it's a
valid workaround. Note that the candlepin DB is already forced to
en_US.UTF-8 but this affects initdb. We may see similar problems in
production, but in general LANG should be matching a system locale.

This applies the lessons learned while applying this to Voxpupuli and
The Foreman orgs.

Support Pulp 3.9, drop earlier versions

Pulp 3.9 changes CHUNKED_UPLOAD_DIR from an absolute path to a relative
path. It must be within MEDIA_ROOT and there's no need to manage it.
Pulp defaults are correct and overriding it is not recommended upstream.

Set cron schedule to daily instead of hourly

Assign more groups in Gemfile

This allows installing fewer gems for specific tests.
