Expose Apache server aliases as a parameter

This allows setting a CNAME.

but not implemented. It passed since it didn't contain the fragment, but
what was intended was to verify the parameters on the apache vhost.

Always set pulpcore.deprecation and django_guid loggers

This gives users the ability to still override their specific levels,
but ensure these are present.

Introduce a loggers parameter

This introduces the ability to specify arbitrary loggers with their own
log level. While there is currently only a single option, this prepares
for future extension.
