Order stopping of standalone master service before starting Apache

When configuring a Passenger-based Puppet master on Debian, installation
of the master package will usually start the service and listen on the
master port. Starting Apache then fails as the port's in use....

Add Puppet 3 client compatibility under rack

Add a Rack middleware re-implementing the v1 and v2 API calls, as
per1. This should restore compatibility with Puppet 3 clients when
run under any rack-enabled server (including Passenger).
