Implement jruby-puppet.environment-class-cache-enabled

Fix contain() compatibility with Puppet 3.6 (PUP-1597)

fixes #17062 - move master rack restart to puppet::server::service

Includes minor changes to containment of server configuration classes
to ensure notifies of changes from puppet::server::passenger and ::rack
all reach puppet::server::service.

Rename server_facts parameter to server_foreman_facts

The $server_facts variable name is reserved by puppet-servers when
trusted_server_facts is enabled.

Using this variable in a manifest causes compilation to fail with
"Attempt to assign to a reserved variable name: server_facts"....

Put the enc config in a separate class

This makes it possible to "autodiscover" the enc using exported
resources.
