Allow disabling crl when server_ca => true

Debian 9 removed its native puppet-agent package

see Debian bug #827867 for details

allow enabling crl when server_ca => false

This allows the CRL to be enabled when puppet_ca is disabled.
Additionally, provide the ability to sync #{ssldir}/ca/ca_crl.pem
contents to #{ssldir}/crl.pem from a master of masters.

address use cases where $::domain fact is null

Support native puppetserver package on FreeBSD

Change existing Kafo type definitions to Puppet 4 types

Supported since Kafo 1.0.0, it performs more precise validation of
parameter values and can later be moved to the parameter definitions
when the module is made Puppet 4-only.

Implement jruby-puppet.environment-class-cache-enabled
