In puppetlabs_spec_helper 4.x the beaker task was removed. This loads it from voxpupuli-aceptance.

Add excludes to sync.yml

This uses the new template option to minimize the diff.

Switch to GH Actions from Travis

Add Github action placeholders

These files need to exist for a Github action to trigger on a PR. The
goal of this commit is to have proper CI checks on the actual PR to
switch over.
