Support JSON fact cache

In Puppetserver 6.20.0 support was added for a JSON fact cache and
Puppetserver 7 defaults to JSON. JSON is faster than YAML and doesn't
have quirks like the mac address which is parsed different depending on
Ruby versions.

Switch from Travis CI to Github Actions

Port over code from puppet-foreman

These files were part of puppet-foreman but now become a standalone
module. This makes it easier to test.

Various fixes were made to get tests to pass properly in the new layout
and with the additional operating systems. No actual code was changed.
