begin pulpcore packaging (#4318)

• add pulp3 rel-eng configs

this is based on fedora.spec from pyp2rpm, but drops check and docs
stuff

• no magic numbers

• drop "server" from pulpcore comps

• don't add a changelog entry, pyp2rpm already does that

• replace dot with hyphen in python package names
