Update the bundler version in Gemfile.lock on package update

adjust foreman-plugin.mk to build the plugin as a user

Clean up ruby and git dependencies

There is no more git-core for a while in debian.

Also never fallback to unversioned /usr/bin/bundle. This is shipped in the
bundler package, which we don't depend on anymore.

don't try to install extras/noVNC

Websockify used to be vendored to show a console for some compute
resources:

$ rg -i wsproxy.start -l
    app/models/compute_resources/foreman/model/ovirt.rb
    app/models/compute_resources/foreman/model/vmware.rb...

explicitly vendor sinatra

rack-protection and sinatra have to be the same version
foreman pulls in rack-protection via sidekiq, f-tasks needs sinatra
let foreman.deb provide both gems in the cache, so that they always match
