Fixes #35538 - Obsolete foreman_docker in foreman

In Foreman 3.3 foreman_docker was removed from packaging1 while Foreman
3.5 includes DB migrations to remove the plugin from the database.

Depend on /usr/bin/websockify instead of the python package

On EL 8 and above, python packages often get built with the version
of python they were built against in the name of the package. This
prevents having to update the spec file everytime websockify package...

Fixes #35461 - Require /usr/sbin/sendmail to be available

Foreman uses sendmail as the default mail handler, but modern systems
might not have it available by default.

Only depend on the path, not an explicit package, as there might be
different packages providing a sendmail binary (e.g. on EL8 there are at...
