Fix inheritance in plugin tags
- Ordering of non-SCL and SCL core tags in plugin SCL tags was inverted- SCL core tags were not inherited into non-SCL plugin tags
Also fixes errors where the same SCL core tag was being added twice tothe same SCL plugin tag.
