Switch to using gem_install macro

Automatic commit of package [rubygem-foreman_host_rundeck] minor release [0.0.2-3.fm1_11].

Replace ruby(abi) with ruby(release) in SCL-only specs

Add foremandist to more plugins

To permit easier rebuilds on rpm/1.x branches when the tfm SCL package
is changed and packages can't be retagged back.

Packages won't be rebuilt now, but next time they are updated, the dist
tag will get included.
