Sync 1.10.x releases into changelogs

use a vendored facter gem for Foreman core

The Rails 4.1 gem depends on bundler >= 1.3.0, rendering the bundler

Unknown platforms in bundler.d/windows.rb causes a startup failure on
the older Bundler on 12.04, 14.04 and Wheezy.
