Undo obsoleting of replacement packages
Allows them to be installed alongside, but usually version requirements orspecific requires on the tfm version will pull in our newer version.
This ensures we don't break the ruby193 collection by replacing componentswith packages outside of ruby193.
(Later perhaps obsolete the specific versions we used to ship.)
