Generate API docs at build time, reconstitute at install time

Instead of scanning controllers at install time, the contents of the API docs
for individual resources are now built, but after installation only the indexes
are built.

Bump changelog to 1.9.0 to match VERSION

12.04 would now require some pinning of highline 1.6 due to a min version of
Ruby 1.9.3, however it's no longer needed. Tarballs are generated for nightly
and release builds nowadays on Jenkins, we don't run librarian-puppet inside...
