Precompile assets in the production Rails environment

Ensures the correct filenames are generated with digests etc.

fixes #12876 - package bundler 1.3 for precise and wheezy

The Rails 4.1 gem depends on bundler >= 1.3.0, rendering the bundler
packages in the stock precise and wheezy archives unfeasible.

Replace libxml2-dev dependency with zlib1g for nokogiri 1.6

nokogiri 1.6.x builds its own libxml2 during the gem installation
process, so allow it to do that rather than link against the system
libxml2.

Update deface to 1.0.1

Change core Foreman packages to ship nokogiri 1.6.x as a requirement
for deface 1.x.
