Inherit main Foreman SCL tag into non-SCL plugin builds
For rubygem-dynflow, which uses foremandist in its release field, the foreman-release RPM must be accessible in the non-SCL plugin buildroot for the macro to expand. Otherwise it causes a build failure in Koji when the macro's set in the uploaded SRPM but not in the resulting build.
