Update foreman_templates to 2.0.0

foreman_templates: bump deb to 1.5.0

Set HOME to ~foreman as rb-readline requires it

fixes #7970 - add and prefer /usr/bin/foreman-ruby symlink

Use foreman-ruby for bundle calls especially, so it allows the default Ruby
to vary separately from Foreman's. Set foreman-ruby to ruby1.9.1 explicitly
on Ubuntu 12.04.

plugin:templates - Build gems in foreman's cache

add git dependency for foreman-templates package

Add missing changelog entries for plugins

Update deb templates package to 1.4.0

Add foreman to plugin deps

Remove $os dir from plugins, not required
