fixes #4989,6734,6735 - adapting sync management page to use dynflow

Note that some columns in the sync management table
have changed to reflect difficulty of fetching some data.

Fixes #6801: Make tipsy's on content search page visible again.

The tipsy's on content search were lost at some point due to missing
fonts or CSS declarations. This changes those over to FontAwesome
which is used more widely throughout the application.

Foreman's topbar.js expects an element with an id of "content"
that it adds top padding the size of the header to in order for
there to be sufficient room for the floating header. This commit

This commit addresses 2 issues w/ the content notices page:
1. list only the notices associated with the current org
2. update so that clicking 'Delete All' will render the confirmation dialog

Fixes #5502: Removes old Katello authorization system.

After migrating completely to the Foreman authorization system,
the Katello database tables, UI and other artifacts are no longer
needed.

Fixes #6490/BZ1116143 - remove unsed Katello javascript.

Remove the old Katello javascript that has since been replaced
by Bastion.
