fixes #4989,6734,6735 - adapting sync management page to use dynflow

Note that some columns in the sync management table
have changed to reflect difficulty of fetching some data.

Fixes #5502: Removes old Katello authorization system.

After migrating completely to the Foreman authorization system,
the Katello database tables, UI and other artifacts are no longer
needed.

Fixes #6490/BZ1116143 - remove unsed Katello javascript.

Remove the old Katello javascript that has since been replaced
by Bastion.

Fixes #4610: Stop double submission of sync action on sync management.

Removes the inclusion of rails.js from the Katello javascript since
Foreman provides this JS library.
