Fixes #16913 - Add validation for the dhcp range

Simplify specs

• Drop the context "supported operating systems" since we have no other
  context anywhere.
• Use on_os_under_test instead of on_supported_os
• Drop concat_basedir from facts since the helper sets them

Add support for pxefilename for pools.

This adds the possibility to override the filename for pxe booting
per pool.

Fix classless static routes.

• Corrected format of classless static routes in dhcpd.pool.erb to allow multiple static routes as well as a default route.
• Removed duplicate space in test case after ms-classless-static-routes in pool_spec.rb.
